WHY IS THE PROJECT IMPORTANT
Access to quality local infrastructure and housing are the most fundamental asset that are needed to attract/retain young families to small rural communities. The GRO team will work alongside the Eldon City Hall to create and mobilize a plan that addresses this opportunity.

OVERALL PROJECT GOAL
- Refurbish the city’s water distribution system.
- Refurbish the wastewater collection and treatment system.
- Repair the streets throughout the city. and Remove and replace distressed residential properties with new homes for workers and families.

ACCOMPLISHMENTS TO- DATE
- Eldon Manor, Eldon Estates facility and is going to be flipping the estate and all the lots for the bid have been sold. The intention of rehabilitating this property is to place retirement housing for citizens in Eldon. The Manor should be finished by the end of next year and this will bring 64 apartments.
- There are lots of requests for the Colorado property.
- The treatment plant is being renovated and is on schedule which hopefully, will be complete in the first week of April.
- The water line piping has been updated and finished for Quaker Windows manufacturing. It is now in the testing process.
- The new asphalt plant is being put in Eldon, which will be helpful when in place it will be cheaper to do any asphalt projects.
- New ordinances are now in place and are encouraging greater cooperation in the
community. Brokering efforts to reduce the cost to tear down the property.
- The Mill project is almost done and the first phase of that is almost done and the first phase is maybe 8 units.
- 43 houses have been torn down, and all of the major structures besides 3 have been demolished.
- The city has been approved for a half-a-million-dollar grant to improve streets and is now planning on which ones to improve. There was also an airport extension grant approved and it will be used to refurbish the building and surrounding buildings at the airport.
- 30 still need to be torn down
- 20 houses are being built
- A lot of projects going on…single and multi-family efforts
- Homes will be built with the intention for workers to live in for the 250 jobs coming to Eldon by the Quaker Windows manufacturing plant.
- A plan has been developed to bring UV Treatment to the wastewater plant. This plan would be funded by the 6.2 million they applied for to receive ARPA funding. The rest of the update would be funded by the city. This funding will also replace two miles of piping and relining sewage piping.
- An apartment complex is being developed which will bring 48 new apartments to Eldon and a second complex is being developed also.
